Chaos in 40k hated them because they couldn't feed off of them, and they actively stabilised and neutered the Warp wherever they found it as part of their war against the Old Ones. That part of the lore feels like a reverse export from the Necrons, who were opposed to Chaos because they were robot liches who had no emotions or free will. Even Necoho would have been better than friggin' HR Honestly Nagash was the guy best situated to become a fifth Chaos God as of End Times, because he had the most distinct portfolio and personality. "HR" as shorthand just makes me think of human resources, which is the least metal thing in existence.You aren't going to get cults to HR in human and elf cities, he's purely a Skaven show He's a god that can only ever influence or associate with a single faction and race.He doesn't even have a proper name, he's just "Horned Rat." Every other Chaos God, even the minor ones, has an actual name.They promoted HR at the same time that they put Slaanesh in a closet, which makes it very obvious that they were just trying to bleach the god of Bad Sex Stuff out of the setting to make it more family-friendly.HR doesn't do anything distinct except that he's a rat There's already a god of pestilence and blight, so there's too much clash with Nurgle there's already a god of scheming and mutation, so there's too much clash with Tzeentch.
